chapter presents literature review on procurement regulation compliance in
parastatals operation. Specifically, the chapter begins by looking at the
theoretical literature where theories pertaining the study are discussed. These
theories are Theory of Knowledge Management, Management Theory, Organizational
Culture theory, and Resource-Based Theory. The chapter further discuss the

2.1 Introduction
This
chapter presents literature review on procurement regulation compliance
concerning the operations of parastatals. Specifically, the chapter begins by
looking at the theoretical literature where theories relevant to the study are
discussed. These theories include the Theory of Knowledge Management,
Management Theory, Organizational Culture Theory, and Resource-Based Theory. The
chapter discusses the empirical review of the literature as well as providing a
critique of existing literature relevant to the study. This is complemented by
summarization of the existing literature and the presentation of the research
gap.
2.2 Theoretical Review (106 words)
Theoretical
review is defined as the rationale that incorporates the review of literature in
a study where facts are substantiated through a comparison with the findings
and principles of pre-existing literature. According to Swanson (2013),
theoretical review paves ways for the researcher to support a theory of
research study. Conversely, a theory offers an explanation regarding the
organization of aspects of different phenomena in a range of perspectives. For
example, a theory creates a platform through which researchers can predict the
behavior or performance of humans. Swanson (2013) opines that a theory
comprises of principles and well-defined concepts where these elements explain
facts and predict future events.
2.2.1 Theory of Knowledge Management
(KM) (310 words)
This theory focuses on “a series of steps that include identifying, collecting, storing, and sharing of explicit, implicit, and tacit information among individuals throughout an organization” (Barkley, 2014, p.102). According to the Theory of Knowledge Management, the principles of this theory can be adopted by organization so that to bring about significant changes. The theory of knowledge management is subdivided into techno-centric, ecological, and organizational theories (Alhawari & Al-Jarrah, 2011). Techno-centric theory highlights how the flow and storage of knowledge in an organization is facilitated by the development and advancement in technology. Ecological KM theory concentrates on the interactions in an organization as well as the factors that enable people to share knowledge.
