Majority of Americans access the health coverage provided by Medicaid as required by the federal laws. Funded by the states and federal government, Medicaid provides health care services to eligible people with disabilities, elderly adults, pregnant women, children, and low-income adults. However, the services delivery of Medicaid gets influenced by the reality of client and majoritarian politics.

Medicaid involves client politics because this health coverage scheme has ended up benefiting interest groups or organized minority instead of the intended beneficiaries.  The United States focuses on the principles of a pluralists system where the minority possesses immense power shaping public policies. According to Beland (2013), the effectiveness of Medicaid is under constant attack from conservatives and Republicans. These organized groups have continued to call for the repeal of the entire law leading to the refusal of state governments from creating exchanges to market subsidized private insurance thereby blocking the expansion of Medicaid.
