Your justification of a particular vendor(s) should include a scored feature analysis and a high-level cost/benefit analysis. You should state any assumptions that you make and provide the necessary explanations to back up your recommendations (3-5 pages maximum). The writing should be focused on the vendors that were weighed, the reasons one was chosen over the other, and provide a cost benefit analysis of it's implementation. I should also see an implementation plan and so forth.
