On 30th January, the World Health Organization (WHO) declared the outbreak of coronavirus as an emergency of global concern since it had started affecting people from different parts of the world. A few days later, that is, on 11th February 2020, the WHO announced the new name for coronavirus to be COVID-19. Since these two major epidemiological blueprints, the world has experienced different cases of infection, recoveries, as well as deaths. Many countries were caught as a surprise by the virus; they did not expect it would reach their homeland. When many nations realized the pandemic was actual and could potentially lead to massive loss of life, they reacted by closing their borders and implementing policies on cessation of movement.

By the end of January, Texas had already recorded some cases of COVID-19 among its residents; however, by then, all these cases were imported. This pandemic affected financial performance in many ways. First, Texas revenue had a slight increase due to abrupt and precautionary increased in business activities. When few numbers of COVID-19 cases were reported in Texas, an increase in consumption of essential commodities was records' this earned the State of Texas more revenue in terms of taxation and remittances of fees.
