Task 3: Interesting Interest
The
ongoing construction of Storting’s project is among the most significant
project that Norway has undertaken with the last 20 years. The project was
scheduled to be completed last year; however, this objective has not been
achieved due to sudden changes that have hampered implementation. A report
published by (The Office of the Auditor General's Investigation) has provided
information that increased speeding by the project has gone over the budgeted
amount which has significantly impacted how the Storting’s project is being
managed. Following substantial
cost increases, the Storting (the Norwegian Parliament) asked the Office of the
Auditor General to review the entire construction project Prinsens gate 26 etc.
There, increased traction of the completion of this project has called for
reviews on how construction roles are being conducted, how the decisions are
made, implementation mechanism, and the authorization of the budgets throughout
the process.
Storting’s
project is the Norwegian Parliament that was due to for construction to
facilitate the refurbishment for the Prinsens gate 26 and, more so, enhance the
construction of new reception of goods and facilities within the Wessel Plass.
In addition, the project's primary scope entailed the improvement of the
existing façade and various activities were associated with the construction
have increased the loopholes and the traction that has raised regarding the
question on accountability between various players and the speed in which the
project is being accomplished. While most stakeholder affected and arguing and
providing reasons for the change has postulated that there are various reason
for increased conflict, it is evident that facts such change in scope have

the conflict based on the fact that claims of accountability and avoidance of

government
To
successfully deliver the aims of a project, there are various related parties
that are involved in fructifying these affairs. While the stakeholders of a
certain project will depend on the extent and the objective of the project
being commissioned, it is clear that players such as project donor, project
managers, and the beneficiaries are always presented during the process of
completing a project undertaking (Prencipe
& Count, 2001). Therefore, significant projects, either for private or for
government agenda will have varying stakeholder. For example, a project that is
commissioned to benefits a particular region of the country will have the
citizen within the region as the major stakeholder since they determine the
nature of the service or good required. On the same note, different
stakeholders will have different roles to play in the course of running the
project.
First, the government is the major stakeholder of the Storting’s
project. Being a national government affair, the government is at the center of
all the affairs and wishes to ensure the implementation is successful. While
the primary interest of the government is to ensure service delivery to the
citizen, Storting’s project has, therefore, to be conducted in a manner that
will ensure value for money. In addition, the government, being the primary
donor, requires the project implementers to take into consideration the
transparency and proper utilization of the public funds. Therefore, other
players who are involved with the project implementation have to comply with government's
recommendation in order to reduce friction with the government agents and other
regulatory bodies.
