Bell acknowledges that countries like China also struggle with the ‘tyranny of the minority’; but does he give sufficient attention to how such a problem might be solved in political meritocracies? Might it be more difficult that Bell allows - he suggests that if leaders personally feel the problem of inequality then they will develop policies to combat it?
