·         Tanya Johnson, the host, introduces the meeting and sets some ground rules, such as keeping the microphone on mute and raising your hand to ask a question. She reminds everyone that the meeting is being recorded and talks about a conference board with complimentary virtual sessions.

·         James Buchman, the Defense Chief Learning Officer, takes over the meeting and presents on various topics, such as strategic planning for developing the civilian workforce, shifting focus to functional communities, and progress checks on human capital operating plan initiatives.

·         The need for diversity and how to develop the skills of highly skilled professionals.

·         Emphasize the importance of focusing on future requirements, and then proceed to talk about the strategic picture, showing a slide that demonstrates the elevating governance structure.

·         However, there is a technical difficulty with the slide, which leads to confusion about which slide we are on. We explain the slide to the audience, emphasizing the new chairs for each group.

·         Discussing the changes in the management of civilian talent in the Department of Defense.

·         There is a new position that has been created to improve the focus on developing civilian talent management and military talent management.

·         The person who will hold this position will report directly to the Under Secretary for PR and will have a lot of latitude in helping to chart the course of where we need to go to improve their focus even more than we have already started doing.

·         Focus is now on getting the functional communities actively involved in managing and developing their own workforce much more than we have in the past.
