Heather’s Post Stakeholders have an interest in a project or strategic plan, however they differ from or conflict with other stakeholders depending on their specific interest (Bryson, 2017, p 373) Minneapolis Park and Recreation Key Stakeholders: City of Minneapolis (Mayor and City Council members) Interest: All aspects related to the city of Minneapolis * Can determine a cap for property taxes * Veto Park Board votes to spend funds Public/Community/Voters Interest: the use of the park system and try to ensure that those who are voted into office represent the majority voice of the community. * Vote for Mayor and Part Board Commissioners every 4 years Park Board Commissioners Interest: governing, maintaining and developing the park system within Minneapolis focusing on natural resource stewardship and program provider. * Levy property taxes * Own land within Minneapolis * Develop park policies and ordinances for park facilities * Hire the superintend of parks * Vote on spending of tax funds * Override Mayor vetos Superintendent Interest: Ensuring the development and strategic planning of the Park system. * Oversees employees/staff * Restructuring/organizing of staff * Delineate districts and its administration Stakeholders: Park Board, Minnesota Voters, City government of Minneapolis (Mayor and City Council). Descriptors: Park Board - Semi- Autonomous elected body, Responsible for governing, maintaining, and developing the Minneapolis Park System. Made up of commissioners (elected every four years), 3 are elected at large and six represent geographical park districts. They are responsible for park policy and enacted ordinances governing the use of park facilities. Often at odds with local municipal government. Mayor and City Council: Municipal governing bodies that control purse strings, vetoing of decisions that park board proposes only to be re-vetoed by park board. Budgetary difficulties ensued. Constituents: those who vote in the elected board officials and mayor and city council members. The ones most effected by the political stress between the conflicting parties. Interests: each stakeholder has different interests; the park board has the maintenance and upkeep of the parks at the forefront of its mind. The mayor and council have the city budget at the fore front of their drive. Both have the constituents in mind and the constituents are concerned by how the tax payers dollars are spent and what is being done for them.
