The use of recreation and leisure based services as coping strategies for mental illness associated with people in recovery.  As long as it is an objective review of the legal issues and mental health issues, you will be fine.  This is not to be a position or a persuasive paper.  But the topic could be very relevant to our current social climate.  Must have sufficient peer reviewed literature and can tie it to Mental Health law.Need references to be more from USA resources to validate me writing it.
