do not agree with the statement that “there is no need to evaluate an
appropriate service provider as long as a detailed dispute resolution mechanism
exist.” It is interesting to note that unlike procurement of goods and works,
service poses a greater danger in case the provider is not able to deliver to
meet the stated and the implied needs. For this reason, therefore, failure to
adequately evaluate a service provider on the basis that the written agreement
will guide them may bring inconvenience in case low quality of service is
offered.
Furthermore, according to Blythe (2013, pp. 281), following a dispute resolution mechanism is far more expensive compared to the initial cost of evaluating a service provider. Therefore, the consumer of the service should invest in ensuring that they have procured the best service provider rather than anticipating illegalities and irregularities to occur during the phase of service delivery.
