Norris-Tirrell, D. (2014). The changing role of private, nonprofit organizations in the development and delivery of human services in the United States. Journal of Health and Human Services Administration, 37(3), 304-326.

The journal was written by Dorothy Norris-Tirell and published by the University of Central Florida in 2014. The journal is accurate regarding how the non-profit sector has been covered quite late in the American history as evidenced by the late emergence of academic literature, most notably in the 1970s. In consequence, according to Norris-Tirrell (2014), during the colonial period, charities and community-based organizations were tasked with addressing human service needs. Therefore the purpose of the journal is to highlight the significant historical roots of the human service needs by further analyzing and explaining the role played by the nonprofit human service organizations presently. In her journal, Dorothy Norris-Tirrell, explains that non-profit organizations have created responses to the social problems in the U.S. by either working collaboratively or individually armed with particular provision strategies and diverse missions. For that reason, presently, non-profit organizations continue to address issues concerning human service needs through the delivery of various programs.

Additionally, the journal is very particular on how the research was conducted; Dorothy Norris-Tirrell offers and uses the scope of the human service nonprofit organizations in the U.S to conclude. According to Norris-Tirrell (2014), as per the records of the United States Internal Revenue Service, over 1.4 million non-profit organizations have been registered to operate in the U.S. For that reason, Dorothy Norris-Tirrell’s journal research revolves around the descriptive dimensions of the registered non-profit organizations, for instance, use of volunteers, age, budget, mission, etc. To further add on that, in her journal, Dorothy Norris-Tirrell borrows a lot of secondary data from the National Taxonomy of Exempt Entities (NTEE) that subdivides non-profit organizations into broad categories composed of eight major groups. According to Norris-Tirrell (2014), the National Taxonomy of Exempt Entities (NTEE), is tasked with the duty to examine the policies and service initiatives of nonprofit organizations.

Consequently, Dorothy Norris-Tirrell expounds on the data collected from the NTEE by revealing the constant increase in the number of charitable non-profit organizations, with the number in 2013 being double that of 1995. For that reason, in her journal, she also notes that the total revenue amount in 2013 is triple that registered in 1995; therefore this represents 13% of revenue in regards to Human Service Category reflecting the total revenues for all public charity organizations. According to Norris-Tirrell (2014), the Multipurpose and Other groups is the largest of all representing a total of 33%, complemented by the highest revenue standing at 61% of the total revenues under the Human Services. In her journal Dorothy Norris-Tirrell, further notes that there exists a considerable variation concerning the financial operations and status of all individual charitable non-profit human service agencies. Besides, the NTEE compiled data reveals that majority (84%) of the non-profit human service organizations are small thus operate with annual financial figures of around $450,000 per year. Dorothy...
