I have started the paper already. The focus is on Medicaid mange care in New York and creating access to the underserved population.  Need to show in the finance part where the money came from, how is the program finance, who makes these decision, how does it work to obtain payment both for the Medicaid part and the expanded part of that the state is responsible for.
