argued that the notions that characterized opinions about power, before the 18th
century, would in no way understand the extent of power in modern-day
civilizations. Foucault did not wish to delve into the growth of governmental
practices but rather the actual art of government. He also acknowledges that
power does not necessarily have to be a pessimistic, intimidate or a
suppressive thing that pulls or pushes us into going against our aspirations but
can also be a fruitful and constructive thing in society (McIlvenny, 2016).
On the other hand, in the modern liberal concept of power there has to be a government action to achieve certain aspects and necessities in a society.
