Write a 8 page paper that addresses a policy of the federal government presently being implemented to address some public problem of your choice.  Your focus for this exploration is to reflect and explain three dimensions of the policy: What problem is it meant to solve and under what circumstances did the policy emerge to address the problem?  How did it get placed on the agenda of one government institution or another, i.e., what political forces were effective in persuading the government to take on the issue? Finally, briefly, what did the formulation process look like?  Was it more a rational actor process or incrementalism?
