A clear statement of the ethical issue that your campaign will challenge, or an ethical issue that your campaign will champion.  Who is your intended audience and why?  A summary or overview of the project. Here you should reference each media item that you create and explain what it should be conveying and why (of course if the media item does its job then it should be obvious what it is trying to say).
