Presidents have the power to issues executive orders that have to be followed by subordinates. For example, in the depict scenario, executive employees had the obligation of following orders issued by the president without imperfection. In this case, when one fails to adhere, appropriate measures can be taken against such persons (US. Con. Art. II, Sec. 1, Clause 1).

However, if the case mentioned finds its way to the U.S. Supreme Court, things may turn different. According to the U.S. Constitution, an executive order can only be supported in law if it is within the power of the president and aims to uphold the virtues of the Constitution.
