Legal and historical developments are often misunderstood because they lack the necessary context to understand why they happened when they happened.  You will identify a legal development in the law and frame it in its historical context.  You should seek to answer the question:  “Why did this happen at this point in history?  Why not sooner?  Why not later?”  You should rely upon at least five (5) academic sources, at least two (2) of which should be primary source documents.  The paper should be 8-10 pages long.
