Introduction

Globalization has significantly extended our food systems across countries and continents. Production, processing, and distribution networks now span borders in an ever more intricate fashion. As the global population expands, so does its food demand - further heightening food safety concerns and nutrition needs. Food safety in this globalized setting transcends health; it is an economic, social, and security matter which affects everyone on every continent. Growing pains affect all sectors, from growers and consumers to economies and governments, transcending national borders to necessitate an international response. Food tampering refers to any attempt at manipulating food products through physical, chemical, or biological means to create disruption or harm. Bioterrorism refers to the malicious use of biological agents to cause fear, disease, or even death, representing a severe threat to national security and public health. Food safety standards vary across regions due to differences in laws, regulations, and inspection practices; this leads to confusion, inefficiency, and trade barriers that impede trade. To effectively address these challenges and ensure food safety in an interdependent global environment, a coordinated approach requires stringent regulations, harmonized standards, and cooperation from all sectors involved.

Tampering

Food tampering, the intentional introduction of harmful substances into food products to cause harm or disruption, represents a grave threat. Any stage in the supply chain, from production through distribution and retail, could be vulnerable to this form of abuse (Gossner et al., 2009). Tampering may result in loss of consumer trust, disease outbreaks, injury, and market disruption (Gossner et al. 2009). Tampering typically takes three forms: physical manipulation/tampering/chemical contamination/biological contamination/Tamming). Physical tampering involves inserting foreign objects such as needles, razor blades, or glass shards into food products with malicious intent; such tampering can result in severe harm or even death if consumed. Chemical contamination refers to adding hazardous compounds, like pesticides or cleaning products containing hazardous compounds pesticides, to food items that could lead to long-term health issues, disease outbreaks, or even death if eaten; biological contamination refers to intentionally adding harmful bacteria or viruses into products with the intent of creating outbreaks (Gossner et al., 2009).

Bioterrorism

Bioterrorism refers to the intentional use of biological agents intending to endanger or disrupt human life. It immensely threatens national security and public health (Centers for Disease Control and Prevention, 2021). Food supply chains - comprising production, processing, distribution, and retail operations - are particularly vulnerable to bioterrorism attacks; particularly vulnerable are anthrax, botulinum toxin, and ricin; these three substances are frequently employed as agents in such attacks. Bioterrorism attacks have the potential for devastating repercussions, from disease and death to widespread panic and economic devastation. Due to its large and complex supply chains, food industries are particularly susceptible to bioterrorism (Coppola, 2020). Therefore stringent food safety regulations and emergency readiness procedures must be in place to prevent and respond effectively to attacks by bioterrorists.
